It is the "tar" compounds in such material, which "adhere" to surfaces easily. Especially the often cancerogenous polyaromatics are known for such behaviour. The only exeption may be is nicotine, but the effect of nicotine is easyly replaced by cheap and non-poisonous amines. Usage of amines, especially quarternery ammonium compunds is well known industrial practice. If You want to do a test, try "Lenor", that material used on fabrics to soften them.
