Also, would there be a risk that cocaine users would go into anaphylactic shock at the amount of antigen they take in, rather than clearing the drug away quietly?

Big error!
those medicines were developed as substituents for cocaine
as local anesthetics, but they are not based on the
“same” molecule! It’s not even similar!
The only thing similar is the “-cain” in the names.

Don’t forget the other potential benefit. Narcotics officers could receive the vaccination to protect them from inadvertent exposure or forced consumption. The danger there would be in the presence of other drugs cut into the cocaine and the officers creating situations to engineer
