octyl- is the hydrocarbon part. Nalco, formerly Exxon Chemical, developed the dispersant. No love lost between BP and Exxon, however, chemical marketer Nalco always will seek to maximize its business with BP.

It is clear, that BP's "strategy" was to use dispersant to keep oil off the beaches and surface waters by "sweeping it under the carpet" of water. BP is a self admitted corporate criminal from previous fubars. This just soldifies its position as big and bad.

I followed your wikipedia link but could not find where it said that dioctyl sodium sulfosuccinate contained oil. My chemistry backrground is a little weak.

More on DOSS: http://en.wikipedia.org/wiki/Dioctyl_sodium_sulfosuccinate

The main ingredient in the dispersant is oil. BP was very likely making money off of it. The dispersant is toxic, but not mediapathic (doesn't look ugly on a video camera) and as such was acceptable to the company to dump in the water, to better manage public relations.

"the dispersants remained in deep waters and didn’t float up through the water column"

Notice how they say the dispersants and not the oil. Did the dispersants even do anything?
