		<description>Actually I partly disagree with Mr. Burgess.  All animals inhabit their territory, including lice.  The term &quot;infest&quot; is a value judgment.

I take no issue with the value judgment per se.  If the presence of those animals is undesirable to the speaker/writer, at that place and time, then &quot;infest&quot; is perfectly fine.  Sharks may infest, lice may infest, crabgrass may infest.  Some of the higher animals may feel that humans infest!

Where value judgments become problematic is when they are used exclusively, implying that there is no acceptable habitat for the creature in question.</description>
