		<description>To solve problems in large and complex systems , its imperative to understand Zipfs law , or Pareto Optimality. You cannot achive coverage of all the issues and keep every one happy. In the case of India , with very little effort , we have wondeful system of grid management  at the national level which is very stable and  reliable, simple  and transparent in its functioning

     The issue of rolling black outs is more a state subject . Economic and political compulsions have ensured that Black out scheduling is decided by the government.  Unless we can have systems for load / fuel allocation  which cannot be influenced by the political process , the government will have to take to blame for the crisis. 
    In the case of many public services , people know that government interference in resource allocation is a minimum. For example railways passenger reservation computerisation, so situations of shortage do not hit the headlines even during the peak summer season.</description>

This overload lines causing breakdowns too often. Overall, it is the mismanagement of electricity generation, transmission and distribution for its being under government monopoly. The state of U.P. in the north is the worst where people get electricity for 4 to 6 hours a day in-spite of enough generating capacity in the state.</description>
