Making it illegal has never prevented prostitution from happening, ever, anywhere. In fact it takes some of it's most horrible, sadistic and slave-like forms in the same countries that have the most sexually repressive laws. I don't know why the US hasn't figured this out yet. Sin taxes are a great way for governments to raise revenue during hard economic times. We have cigarette, gas, and liquor taxes - why not this too? Yup, might as well clean it up and make some revenue off it. Making it illegal has never prevented prostitution from happening, ever, anywhere.
