As I understand it, it parasitises root eating larval stages of many insects. They actively seek out their host and enter through its orifices or dig their way into it using their teeth. They reproduce inside and a new generation leaves the dead larva to find their next victim. Ed, your story is more about the bacteria, but I guess it could be made clearer that H. bacteriophora doesn't lurk in the shadows looking to "infiltrate" flies and beetles. :-) Anyway, I'm just an curious gardener here.
