The scientific community has spent plenty of time rejoicing the new pro-science era, and our spanking new president has continued to give every assurance (including a shout-out in his inauguration speech!) that he will make good on his promises to prioritize science and base policy decisions on actual scientific evidence.

But could all this pro-science fervor have secondary benefits besides, oh, say, putting big dents in global warming and the looming health care crisis? The New York Times takes on this question, asking whether the new administration will enable scientists to “tackle a chronic conundrum of their beloved enterprise: how to attract more women into the fold, and keep them once they are there.”

The general hypothesis behind the supposed Obama-boost for women is that the rise of science awareness and “geek chic” will be good for all scientists, and thus women will eventually get some trickle-down benefit—a somewhat weak line of reasoning, particularly when you consider how well it worked in Reaganomics. And critics of the argument point out—quite rightly—that what could really give women a boost is if a single female scientist was appointed to the President’s Council of Advisers on Science and Technology.

Of course, the real capacity for a pro-female boost, which the article eventually hits on, lies in the new president’s ability to grant additional family leave and parental benefits to the recipients of federal grants—a group that includes a ton of research scientists, many of them women. Though whether that’ll have any affect on the dearth of female physicists is anyone’s guess.

So it happened: Barack Obama has officially taken his place as the country’s 44th President (complete with a shout-out to science during the inaugural address!). And, with the country facing enough massive problems to sink a fleet of aircraft carriers, the word is he’ll waste no time getting to work. But what can a new president accomplish in his first few days in office? Plenty, if you count issuing executive orders that reverse policies from the previous administration (which should by all means be counted). And when it comes to science and medicine, there are miles to go before the new POTUS sleeps.

So what are some top science priorities that President Obama can stick on his “ASAP” list? Here’s a few ideas, along with the likelihood that they’ll be addressed in the super/semi/not-so-near future:

Abortion: The most likely candidate on the list. CNN reports that the new president may repeal a 2001 Bush policy that prevents federal money from going to international family planning groups that perform abortions as early as today or tomorrow.

Stem Cells: Lifting the ban on federally-funded stem cell research is another move that’s likely to happen quickly.

Energy/Environment: So, uh, how ’bout those emissions cuts? Chances are, they won’t come until later in the year, with alt-energy legislation taking priority. And in the meantime, halting that environmental fire sale sure would be nice.

Health care: We need action. Fast. As in, yesterday. Yes, the task is huge and the hurdles enormous. But the costs of doing nothing to reform the American health care system will be crippling in every sense of the word. So where does the Big H.C. stand on the agenda? According to the Wall Street Journal, the new administration will “move fast on [Obama's] proposal to overhaul” health care, with a “major event at the White House” likely happening sometime in March.

In a little under a half hour, Barack Obama will officially take his place as the country’s next POTUS. And while the event will be brimming with historic firsts for the country, the coverage contains plenty of firsts for the integration of technology, politics, and major events.

Sure, there’ll be some people who actually attend the event in person—around 2 million brave souls have packed into the Mall in frigid temperatures, with questionable bathroom status (for comparison, around 400,000 showed up for Bush’s first inauguration). But for the rest of the world that didn’t make it to D.C. for the party, there’s a veritable smorgasbord of real-time coverage and information all over the airwaves. For those who still watch TV, you can see Obama take the reins on any cable or broadcast news station, or watch live feeds online from CNN, MSNBC, and just about every other news source. Then there are the liveblogs and Twitters, ot to mention Facebook statuses which, according to CNN (which has partnered with Facebook to offer simultaneous Web viewing and status-updating), are being updated at around 2,000 updates per minute, and 3,000 comments per minute. Not to mention the conversation rampaging among the 4 million fans on Obama’s official Facebook page.

Text messaging the event is rampant as well, to the point where the CEO of EzTexting.com Shane Neman issued a press release saying he believes millions of text messages will be lost, on the level of New Year’s Eve.

So there you have it—500 different ways to find out what’s going on in D.C. And if you miss all of it, not to worry—the replays will show up on YouTube momentarily.

The tech world is literally (and virtually) beside itself over Obama’s announcement that he plans to appoint the first ever chief technology officer to oversee the full-fledged technologization (not actually a word, but it should be) of his administration. Today, Wikipedia founder Jimmy Wales and entrepreneur Andrea Weckerle took to CNN to extol the president-elect’s decision and offer their advice for the fledgling CTO. Among their more interesting suggestions:

Ruthlessly modernize: Examine the technology used within the federal system and determine what is outdated, redundant and inadequate, then keep what works and expel what doesn’t. Examine procurement polices and demand they are in line with best practices. The results of this endeavor alone will save the federal government massive amounts of money…

Create openness of information: This will serve two important functions, namely allowing people to see what the government is doing, thus fostering accountability born of transparency, and also providing access to data that will inevitably inspire and support innovation and collaboration within the private sector. In this realm, the old adage from the free software movement of “release early, release often” is quite helpful…

Create a single government-wide wiki: A wiki is a Web site that gives users the ability to edit and keep track of those edits historically. The most famous wiki, of course, is Wikipedia. But today, effective large enterprises are implementing wikis internally to allow their employees to rapidly share knowledge and disseminate information; they’ve realized that the time and dissemination efficiencies thereby achieved are substantial.

And, of course, there’s the most important technological task of all: managing the president’s Blackberry.

You’d think that NASA might have some heavy incentive to make nice with the new president-elect. But instead, it appears NASA administrator Mike Griffin is doing just about everything in his power to give Obama’s transition team the proverbial middle finger. Via the Orlando Sentinel, Griffin’s current acts of un-hospitality include obstructing efforts to obtain information, dictating what NASA employees and civilian contractors can tell the space transition team, and insulting the team’s leader to her face. Charming!

No bad deed comes without a motive, and Griffin’s is clear: to make darned well sure that his pet project, the absurdly over-delayed and over-budget Constellation program, escapes the ax in the new administration. And worry he should: Now that the Bush “go forth and conquer” agenda for space (an agenda accompanied by liberal check-writing) are leaving Washington, there’s a good chance Obama might scrap large parts of the program.

When Griffin got wind of this possibility, he started in with the gestapo tactics:

According to industry officials, Griffin started calling heads of companies working for NASA, demanding that they either tell the Obama team that they support Constellation or refrain from talking about alternatives.

The companies, worried that Griffin may remain and somehow punish them if they ignore his wishes, have by and large complied.

Perhaps not the precedent we want set with the new administration’s space policy, no? As for the current White House, it has reportedly “pledged cooperation,” and advised staff to cooperate with the transition team in full. Griffin has also attempted some PR control:

Griffin himself sent a memo urging employees “to answer questions promptly, openly and accurately.”

At the same time, he made clear he expected NASA employees to stay on message.

Hmmm. So allow your staff to say whatever they want, just so long as it doesn’t contradict any of your policy agendas. Where have we heard that line before?

With the beatific cloud surrounding Obama’s win rapidly fading, one question finding its way into the public ear is whether or not the president-elect’s newly-won power might/could/will degrade the integrity he’s shown throughout his career. The idea certainly has precedent, with big names like Duke Cunningham and Ted Stevens offering textbook cases of Washington insiders squeezing every last drop of abuse from their power.

But does power really lead to a change in personal perspective and morality? Not necessarily, according to a study in the December issue of the Journal of Personality and Social Psychology. The researchers, led by Adam Galinsky of Northwestern’s Kellogg School of Management, found that “power tends to shield people from outside opinions, leaving them to rely more on their own insights”—which, when the leader is legitimately insightful, is a positive result.

The team based its findings on college students who’d been primed to feel either powerful or powerless, through techniques like completing sentences that included “power” words, such as “authority,” “executive” and “control,” or words unrelated to power, such as “automobile” and “envelope.” Each group was then given creative tasks, such as coming up with product names or drawing hypothetical aliens. In most cases, participants were shown examples beforehand. Those who had been “primed for power” presented “more unique ideas that bore no resemblance to examples given.”

All of which is well and good. But does it translate to presidential politics?

Yes, says Galinsky, who maintains that Obama’s newfound power will, rather than make him susceptible to negative influence, give him the protection he needs to effect the change he preaches:

“Although power is often thought of as a pernicious force that corrupts people who possess it,” said lead researcher Adam Galinsky of the Kellogg School of Management at Northwestern University in Illinois, “it is the protection from situational influence that helps powerful individuals surmount social obstacles and express the seemingly unpopular ideas of today that transform into the ideals of tomorrow.”

Which very well may be true—the only problem is separating the truly “powerful” individuals from the “predisposed to greed, dishonesty, and corruption” individuals during the electoral process. Or figuring out how one turn into the other.

The President-elect’s transition team hasn’t explicitly announced it will drop the windfall tax plan, but a transition aide, commenting on the condition he not be identified, backed off the promise in an email. “President-elect Obama announced the [windfall profits tax] policy during the campaign because oil prices were above $80 per barrel,” he said. “They are currently below that now and expected to stay below that.”

Advocacy groups like the American Small Business League—which noticed almost immediately when the discussion of windfall taxes was removed from Obama’s Web site—are bemoaning the fallen tax as a disappointment, while economists (and common sense) note that it now seems far less necessary given that it would bring in substantially less money today than four months ago.

Still, the fact that this debate has arisen at all, before Obama has even taken office, is a testament to the dangers (or maybe just necessary consequences) of using technology for increased government transparency.

Watchdog groups can now police the Internet for early indications of a policy change, and leap on something as (seemingly) small as a single proposal to publicize a decision from the administration. Of course, the fact that Obama’s people are promptly removing now-dead proposals from the site in the first place is a pretty reassuring testament to the operation’s integrity as a whole.

Now that the worldwide euphoria over Obama’s victory is abating, it’s time to look at some dismal facts: The air is still thick with pollution, the globe is still warming, and the science community is in a frenzy over who the president-elect will choose to head up the battered, broken EPA.

The short and distinguished list of candidates includes include former Pennsylvania Department of Environmental Protection head Kathleen McGinty; California Air Resources Board chairwoman Mary Nichols; Massachusetts Department of Environmental Protection head Ian Bowles; Kansas governor Kathleen Sibelius; New Jersey environmental commissioner Lisa Jackson; and, finally, environmental lawyer, activist, and prolific blogger Robert F. Kennedy Jr.

While all are talented and have the potential to breathe life into the foundering agency, the one receiving the biggest pounding is Kennedy. Across the Internet, science writers have lambasted the longtime environmentalist for his alleged “anti-science” views—in particular, his public criticism of vaccines.

There’s no question that Kennedy has been vocal in his campaign against the CDC, particularly regarding its stance on Thimerosal, a mercury-based preservative. In 2005, he published a controversial piece in Salon charging that the government had concealed data showing that Thimerosal-containing vaccines were harmful. Critics excoriated the article, and Kennedy has since been labeled a traitor to science and affixed with the anti-vaxer label.

Still, the reality isn’t quite so simple. While Kennedy has indeed pointed accusatory fingers at certain vaccine practices—and has fallen victim to the “hand-picked studies” effect on at least one occasion—the charges that he’s a full-on anti-vaxer are incorrect and arguably irrelevant.

The distinction is this: Kennedy’s focus has been on making vaccines “safe” (i.e. Thimerosal-free), not eliminating them. This position is in contrast to that of many anti-vaxers, who dangerously assert that the MMR vaccine causes autism and other health problems, despite the lack of valid scientific evidence for their theory. While he charges the CDC with making poor choices, he has repeatedly stated that he remains pro-vaccine.

On the environmental side (the one that’s most germane to his ability to run the EPA), Kennedy has a 25-year career that includes some impressive achievements, including founding the Waterkeeper Alliance, winning nearly $200 million in damages against DuPont for waste-dumping, and cleaning up the Hudson River. His resume also includes advances in cleantech, alternative energy, and emissions reductions.

Is he the right man for the job? Perhaps not. The jury is still out—and may never reach a consensus—on whether he’s been right about a single Thimerosal claim, and the fact remains that Kennedy and his campaign against Thimerosal have been used as ammunition in the larger, pointless fight against vaccines—a fact he’s no doubt aware of. Still, when we’re debating an issue as crucial as this one, it’s worth scrutinizing the details before jumping on any bandwagons.

How does President-Elect Obama love technology? Let us count the ways. Among the features the incoming administration is adding to its much-anticipated technology ramp-up is a video version of the weekly Democratic address. From now on, the president-elect will record the address on video, then his staff will upload it to none other than YouTube, as well as Obama’s Web site (for the first video, go here).

And fear not, technophiles—there’s more. From the Washington Post:

In addition to regularly videotaping the radio address, officials at the transition office say the Obama White House will also conduct online Q&As and video interviews. The goal, officials say, is to put a face on government. In the following weeks, for example, senior members of the transition team, various policy experts and choices for the Cabinet, among others, will record videos for Change.gov.

Of course, not all of this techno-political bonanza is 100 percent original: The current administration’s Web site “offers RSS feeds, podcasts and videos of press briefings,” while the “site’s Ask the White House page has featured regular online chats dating back to 2003.” Granted, it’s pretty safe to assume online video clips of Bush didn’t garner quite the same enthusiasm.

• Transition! Transition! (Insert music here). So here’s the question of the day: Will Obama create a National Energy Council?

• Just in time for winter: A complete history of the flu through the ages.

• The military fought the whales… and won.

• What, “Global Warming Poobah” was already taken? Gore offered (but turned down) job as White House “Climate Czar.”

• We can’t decide if this is heartening (drivers are being safe!) or mortally depressing: California air pollution kills more people per year than car crashes.

• A soldier-blogger gets his moment in the spotlight—though the real question is, what does he think of Trooptube?
